"Actual content hidden" is always displayed on secret flags

The "Actual content hidden" is displayed on recipe / task flags even when the content is not hidden because the user is logged in, see below.

I don’t understand this ticket. Do we show secrets were we should not? When? To whom?

When logged with appropriate rights, the secrets are shown (this is ok) but the "Actual content hidden" popover is still displayed (this is confusing).
