Remove book builder

Books on Wikipedia are very much dead. They have been mostly deleted, and there is no convenient way to create one from the new interface.

We should remove the book Builder, since it is not useful anymore.

The PDF rendering service is dead, but not the collection extension, see https://en.wikipedia.org/wiki/Special:Book

Ah okay. I knew that certain book related functions were still there, even if they were buried. I didn't realize that Special:Book would enable the "add to book" toolbar.
