replace disk does not create EFI partitions

If I replace a disk with a new unpartitioned disk, the new disk does not get the EFI partitions created as part of the replace operation.

I recently encountered this issue replacing a disk. Note also that without the proper partitioning, whole_disk will be set to 0 (zero). A workaround is to install the replacement disk, create a dummy pool on the disk, destroy the dummy pool, and then trigger the replace.
