Upgrade host tools bison, m4 and fix version check for openssl, git-core

Build environment: macOS High Sierra 10.13.06

It comes to a workaround to fix some build error:

  • Need to upgrade host tools for M4, bison package from the latest OpenWrt branch
  • Fix version grep command, when checking openssl, git-core in make menuconfig
