Add README-Monero

We could add a documentation file on tuning the system and john invocation for optimal performance at the Monero format, similar to our README-Armory. Huge pages, affinity, thread count, and possibly higher --tune.

Some tuning examples are seen in the last few comments of #5668.

We separately need to improve on auto-setting affinity #5302 and reporting huge page (non-)usage #5678.
