[CPU][ARM] Enable NHWC in Reduce

NHWC was disabled because of accuracy issue: https://github.com/ARM-software/ComputeLibrary/issues/1044

There is a theory that SLT tests are passed because of tensor comparison issue. Waifing https://github.com/openvinotoolkit/openvino/pull/23110 to be merged.
