[ TRANSFORMATIONS ] Disable MatMul fusion transformation in case of not const or lpt pipelines

Details:

  • Disbale transformation in case of:
  • Weights are not const
  • Weights are in quantized element type
  • Weights marked as dequantize_node

The performance validation is ok: Geomean: 100.07%, 2 models are a bit below..
