[GPU] Fix several errors

Details:

  • fixed GatherCompressed not to reshape to 2d if there is no reshape layer
  • fixed a bug in gemm_inst::transform_output_layout
  • updated to propagate events from shape-of's parents for correct synchronization
    • It reverts some changes which were introduced by https://github.com/openvinotoolkit/openvino/pull/18742
