Include corporate ID in restaurant inspections

Create a data file and a process to allow Code 4 HR to include a corporate ID in every inspection report.

This will be difficult to do. Restaurant inspection data does not include any corporate identifier—not the SCC ID, not even the business name, but just the name on the restaurant's sign. The fields that we might be able to match is the address, and of course that's an awfully flawed approach. :-/
