[invokers] Picture in picture action?

Video elements support a picture in picture mode. Much like we have full screen actions should we add a picture in picture action?

There's also an API that supports any element but I believe this is chrome only atm so probably best avoided for now?

I'm not actually sure either way if this is a good action to have. And we need to take into account security measures that may make this a bad action to have without JS enabled.

But the same is true for full screen APIs.
