UCP/CORE: Fixed wiface activation counter.

What

Fixed counting wiface activation number. Removed increasing wiface activation count when the wiface is activated via protocol selection. Increased wiface activation count when the wiface is activated via lane connection flow, even if it is not used in protocol.

Why ?

The changes are required to properly deactivate wiface when it is unused. Currently we may deactivate wiface even if there are still active endpoints.
