What

Taken into account new endpoint configuration parameters for calculation of threshold of rendezvouz protocols in new protocol infrastructure.

Why ?

There are use cases with worse latency using new protocol infrastructure comparing to old infra. These cases are characterized by using of UCP_OP_ATTR_FLAG_FAST_CMPL operation flag.
