UCP/TYPES: increase max number of lanes to 128 - use STATIC_BITMAP

What?

Increased the number of lanes from 64 to 128.

Why?

As UCX is expanding to support AI inference infrastructure with many GPUs, we need more communication lanes per EP to handle the increased parallel data transfers efficiently.
