Add OpenTofu support on Atlantis

This is meant to be a cross-repo issue to track https://github.com/runatlantis/atlantis/issues/3741

Don't think there's anything needs to be done in OpenTofu - but we'd love someone to pick this up and look to pursue with PR on the Atlantis repo

Hey folks, we are closing this issue as it is tracked on the Atlantis side and there is nothing for us to do on OpenTofu as far as we know. If there any roadblocks we can resolve, please open specific issues so we can address them quickly.
