🐛 [BUG] - "Upgrading to OpenTofu v1.6" section should be removed
Description
Upgrading to OpenTofu v1.6 section is irrelevant. It mentions how to upgrade from version 1.0 (which does not exist) to 1.6
Reproduction steps
1. Go to https://opentofu.org/docs/main/language/upgrade-guides/
2. It mentions upgrading from 1.0 to 1.6, which is wrong

@apparentlymart, You've moved this to Accepted. I do not recall what decision we made regarding this one.
I'm afraid I don't remember what exactly we decided either, but the original idea here was to remove this page completely, and I expect we had consensus for doing that because it seems like we inherited this page from our predecessor (the content on our page seems like an earlier version that came as part of the fork) but we deal with upgrade notes in a different way than they did: blog posts and changelog content. Therefore we don't have any need for this page, and no process for maintaining it.
