feat: full 20 years a cook quest

Implementing the full quest of 20 Years a Cook Quest (https://www.tibiawiki.com.br/wiki/20_Years_a_Cook_Quest)

It is being implemented step by step, it's not ready for testing, because I'll finish some mechanics first before release the map to tests (that is not full yet).
