Test testCommissioning fails by chance

Test testCommissioning in test_commissioning.py fails by chance.

Seems some times the Discovery Response is not received by the Joiner (no ACK found).

This issue is likely fixed by OTNS2 (https://github.com/EskoDijk/ot-ns) which contains updates for all unit tests, stress tests, etc. It has a feature to run simulations fully deterministically (pseudo-random) which can avoid test failures due to rare random coincidences. Leaving this issue open for until OTNS2 code is merged; and then if resolved, this can be closed I think!
