[FEATURE] 添加一系列的开发/检测脚本

如开发前的检测：

• 检查用户 Node 版本是否 > 14
• (如果我们规定好的话) 检查用户是否使用 yarn

push 前的检测：

• 用户新增的 tests 文件是否会被匹配到

@yantze 的这个 npmmirror 的脚本我觉得也可以加回来，当时我觉得不太好，现在想来也是挺好的一个辅助：
