[BUG] 插件的语言包读取逻辑和 VSCode 略有不同

我们会将 package.nls.json 作为 default 的语言包，VSCode 会将 package.nls.en.json 作为 default 的语言包，在 OpenSumi 中会导致输入命令的时候 alias 是中文：
