Shading Control Enhancements

Enhancement Request

The implementation of ShadingControls in EnergyPlus is overly complicated for the use cases that EnergyPlus is good at simulating. Additionally, the requirement that ShadingControls be in the same Zone as the Windows they control does not allow real world use cases like open loop control based on exterior horizontal illuminance. Solution requires refactoring ShadingControls in EnergyPlus or refactoring API in OpenStudio. Refactoring work would benefit all users of EnergyPlus and OpenStudio, not just users of the OpenStudio Application.
