Edit pane resizes when new subtab is selected; in measure tab it resizes when new project measure is selected

OS App 1.11, tested in Windows 7 and 10 x64.

Ideally the edit pane size should stay static where the user sets it within each tab. Resizing the pane when cycling through project measures or subtabs is bad for workflow.

Reproduced in OS 2.7.1 on the Space tab, switching from "Properties" subtab to "Loads" subtab does resize the edit pane.

That'd being said, keeping track of the position/size of the edit pane and reapplying after switching tab seems like a can of worms performance wise...
