oob1 @ Dublin. Remove POE+ hat

The Raspberry PI has a POE+ hat installed. The POE+ hat is not used except for the fan.

Raspberry PI have updated their documentation to include:

"When the Raspberry Pi PoE+ HAT is connected to your Raspberry Pi, your Raspberry Pi should only be powered through the ethernet cable. Do not use any additional method to power the Raspberry Pi."

The POE+ hat should be replaced with a suitable Fan + Case.

Will replace with PoE HAT ("Gen1") as per Amsterdam as this seems to work well as a fan and gives redundancy options if needed.
