Just a thought. Maybe we could start redirecting https://help.openstreetmap.org/questions/ask/ to https://community.openstreetmap.org/help (or maybe https://community.openstreetmap.org/new-topic?category=Help%20and%20support) so that active questons can still continue on Help OSM without disruption. New questions would then automatically go to Discourse.

Text in "welcome to OSM Help" would have to be expanded a bit to explain, that new questions are on a new platform now, otherwise this will be rather confusing.

Well we haven't decided on a migration strategy for help.openstreemap.org yet - once we do then we will know how we're going to do it.

For now we are concentrating on getting the forums migrated.
