OSM was initially granted a pagerduty foundation free tier account, but this unexpectedly expired. Repeated attempts to get the account re-enabled with the pagerduty foundation team have failed.

We received a surprise contact from Pagerduty asking us if we'd like to join their "foundation" program. We replied, few back and forth with help from @iandees we now have a working free account. 🎊
