Spike-07 has known bad PSU

1x PSU in spike-07 has known bad PSU which can fail under rapid load spikes.

The PSU should be replaced by a new known good 865408-B21.

I have set PSUs to balanced mode, instead of High Efficiency mode which reduces the likelihood of a PSU 12V trip.
