PostgreSQL 17 upgrade - Maintenance

We are upgrading our PostgreSQL 15 rails databases to PostgreSQL 17 on the ~~5th October 2025~~ POSTPONED.

A trial run of the database upgrade was performed earlier on a secondary PostgreSQL instance.
