Notes - it'd be nice to be able to hide an individual note comment, not the whole note

For example, something like:

http://api06.dev.openstreetmap.org/note/912

Currently the only option is to hide the entire note, and re-add the sensible part as a new note. This could become a bit of a pain if there are more than a couple of comments.

(background - Currently we're playing whack-a-mole with someone who's using anonymous note comments to post a phone number unrelated to the notes online. #921 also applies to these of course).

This is actually supported in the database schema, but there doesn't seem to be any way to actually clear the visible flag at the moment!

I have just received a personally derogatory comment in an entirely innocuous note that I wrote some months ago. As currently implemented only the whole note can be hidden. Obviously it's relatively trivial to re-create the note in this case and I'm not particularly troubled by the comment. However, one can envisage situations where numerous notes are affected in a short time where the ability to hide individual comments would be useful.

I suspect that https://github.com/openstreetmap/openstreetmap-website/issues/1934 may be a more correct description of the problem here.
