Move History and Export buttons to secondary nav

Version of #4854 that also moves History to secondary navigation.

On big screens edit button seems a bit lonely because of the big gap and visual difference with other menu items.

There's #4854 which is slightly better in this respect, although the gap is still there. But we'll be able to have more secondary menu items after the change shown in https://github.com/openstreetmap/openstreetmap-website/pull/4854#issuecomment-2138459808, this may make the gap smaller.

I think this is reasonable, since the History and Export buttons are too prominent in the current design. I think it might take a bit of getting used to, since it's the first time we've changed these buttons in a long time.

I wouldn't be surprised if we get feedback on this, but let's try it and we can always change it further in future.

Yes, get it :) I won't ask you to return everything back, because the Edit button is now more visible for beginners. But the current implementation has a problem: when you narrow the screen width, there is too much empty space that the History and Export buttons used to occupy. As an active cartographer, I use the History button all the time:
