Get notifications for changes in an area

Description

Instead of getting notifications for when an individual object changes like #1454 suggests, what if you got notifications when changesets occurred in a preselected area(s)? This would result in much fewer notifications.

No matter which area you set, you would get several messages each day saying "modified by wheelmap_visitor".

We already have RSS feeds you can subscribe to for notifications of changes in an area - the problem is that they work on bounding boxes so every time somebody commits a single changeset that changes things in New Zealand and Alaska everybody's alerts trigger.

Fixing that is something everybody would like to do, and there have been many, many attempts over the years.

There are also many, many existing tickets asking for this.

See for example #3242 and #837 which while not exactly duplicates are closely related - notifications is the easy part and the hard part is the underlying technology to find out when a change has happened in an area.

Simon's WhoDidIt RSS feeds don't rely on bounding boxes, and only alert you to changesets with changes in your area. I've been using it quite happily for some time.
