Implement pre-upload check
In the old redmine bug 2935, tms13 suggested:
Presently, if you try to upload a way with more than 2000 nodes, the server will refuse the upload. We ought to be able to detect this before upload and save the user some time and annoyance. There may be other errors we could anticipate, too.
I would consider doing this DRC-like (see Kicad/Eagle, for example): a settable and possibly scriptable set of rules, to not only check OSM requirements, but also a good practice (some rules could be adapted from Osmosis).
