Add preset for `mountain_pass=yes`
do you have any suggestions how we could name this preset? Optimally we'd need one that it is well distinguishable from the natural=saddle preset.
Mountain pass/passage could work. There might be other synonyms but I'm not aware of them.
They are documented separately on OSM wiki and rendered differently in OSM Carto. There should be a new preset for mountain pass.

I am testing https://github.com/openstreetmap/id-tagging-schema/pull/1224 and wonder…
- How doe we want to handle cases where both tags are present? This is a valid case AFAIK because the one is about the road (pass), the other about the mountain (saddle).
Right now, with the proposed PR the pass preset "win" and the saddle becomes "invisible".

Should we make the saddle a yes/no/"not set" field on the pass?
