Warn when toll_gantry on highway without toll=yes
Description
From the OSM wiki on toll_gantry: "The way that the node is placed on must also be tagged with toll=yes on any applicable road segments."
Could iD issue a warning whenever this is not the case?

I have never assigned anything, and I am not sure i have the power. I will assume we need someone else to assign it to you.
I saw other issues, I think we can't/don't assign.
I halfly solved, "I've managed to resolve about half of the issue. However, when I added a new missing tag condition, I encountered an 'en-transition' error. If I use the original variable name for the new missing tag condition, the error is resolved, but then the message name isn't clear.
(it means that if I use same subtype like UnknownRoad then it doesnt occur error message, but it shows not our expected message)
Btw, Condition is satisfied your requirment (For highways and motorways that have tollgates but are taged as 'toll=no', display a warning)

This seems reasonable, but there seem to be some corner cases where the toll is only for specific vehicle types, e.g. https://www.openstreetmap.org/way/18890578 is tagged as toll:hgv=yes and still has gantries: https://www.openstreetmap.org/node/12155974380
