Network issue cause 2 identical versions of a relation

How to reproduce the issue?

Hi,

I think it will be very difficult to reproduce the problem because I often have network issues but this is the first time I see this problem.

When saving a changeset, I received a network error. I closed the error, controlled the wifi connexion and saved again. I saw a window reporting a conflict and nothing more, no asking how to solve the conflict.

But in the changeset there are 2 identical versions of the relation : https://www.openstreetmap.org/changeset/123770817

Not a big problem of course.

I've been having this same problem on and off for at least a few years but with ways and no network issues. So it might be a wider problem that has nothing to do with the network error or relations per say.
