multiselection doesn't show all relation memberships

when two ways are members of different sets of relations, the multiselection of the two ways only shows the relations which both ways are a member of and doesn't show "partial" memberships at all.

It would be better to also show the relation memberships which are not shared by all members of the multiselection.
