While the workflow of relations has been greatly improved recently, I also find this particular part lacking. Nowadays, I mostly need "outer" role so I have that text ready and paste it before adding the object to any relations (particularly new ones), which is quite unintuitive. If I select the relation first, focus goes elsewhere and I can't get back to it.
However, I can't see how to simply fix it with the current design. Elsewhere, I suggested getting rid of that "+" and adding a fourth topmost button "Relation", whereby you would create an empty relation first. Afterwards, you can continue adding members to it with or without a role, as required by the relation type.
