iD suggesting adding landuse=military when area is already within a landuse=military

How to reproduce the issue?

Map a military=training_area within a bigger landuse=military. iD suggests adding landuse=military to military=training_area, even though it's already within one.

FWIW, the wiki is actually quite explicit that landuse=military is mandatory for military training grounds:

How to map

Draw the outline area of the area.

  • landuse=military obligatory
  • military=training_area obligatory

//edit: Perhaps this tag is not meant for training pitches within a barracks grounds? An alternative tagging, I can think of would be as leisure=pitch (+ maybe something like access=military?).

But the training grounds are already within a bigger landuse=military https://www.openstreetmap.org/way/1341395205, so I see the iD suggestion as landuse duplication.

In any case, maybe as you say, the area could be better tagged. It's the Guardia Civil's (the Spanish gendarmerie) new facility. I tried to fix the tagging compared to how it was before, but I'm not entirely convinced of it either.
