Add Tracetrack Topo background layer

Description

Similarly to the standard OpenStreetMap Carto layer and since OpenTopoMap is slow, outdated and its future uncertain, I think it would be great to have Tracetrack Topo in iD.

osmlab/editor-layer-index#2838 tracks the removal of OpenTopoMap from the shared codebase that populates the background layer switcher in this and other editors. Tracestrack Topo should probably be tracked in that repository too.
