Adress markers close to POIs do not show a number even on highest zoom

How to reproduce the issue?

Was #10970

Some markers expand from empty to show a number after a single zoom level, but some do not at all https://ideditor.netlify.app/#background=EsriWorldImagery&map=24.00/52.37764/4.89718&id=n9654289204

It is very close to an existing POI node.

If possible, improve determination if overlap would obscure simple two-digit number and similar.
