Improve adding abandoned railways
Description
I often see new editors, and sometimes experienced editors incorrectly use railway=abandoned to tag former railways that have no remnants, presumably for OpenRailwayMap and presumably because iD doesn't offer railway=razed. I personally think mapping these in the first place violates "Map what's on the ground", but to avoid conflicts, I usually set these to razed instead of deleting. I'm not familiar enough to write a notice, but it would be great if iD offered railway=razed, and included a check before saving to make sure editors understand that what they are adding is supposed to exist in real life.

Maybe "railway=abandoned" description/name should be more prominent about that remnants must be present?
