Measurement panel should be above right sidebar, not below

Here we see the Measurement panel is the lower layer, the right sidebar is the upper layer.

Yes, underneath the triangle with the "!", we do see the X for the Measurement panel.

But there is no way to click that X, because it lays below the right side panel.

Thus there is no way for the user to close the Measurement panel via the mouse in this situation.

Yes, usually this bug is unnoticed, because with large screens, they never end up stacked.

Reproducing

Simply hit CTRL++ several times. You will see the Measurement panel slide under the right sidebar.
