iD does not load data after hitting the download quota (and doesn't show error message)

How to reproduce the issue?

1. Download big relation (country border for example)
2. Pan the map around cities and villages in the area
3. At some point data won't load at all (no error is shown in the editor, the API returns HTTP error 509 with text "You have downloaded too much data. Please try again in X seconds.") iD doesn't tell you anything, allows edits to already downloaded items but the rest of the map remains without data.

For context I was importing quite a few administrative boundaries, which meant that I cleaned the tile cache in JOSM (I use JOSM for creating the relations and uploading the needed ways, then in iD I connect it to the existing ways and close the relation, see relation/17781511 for an example). I might have also downloaded the Bulgaria-Serbia border around 7 or 8 times in iD in the last ~3 hours.
