First pass at implementing Jackdaw as a Plover dictionary
This dictionary is intended to support discussion in the Plover Google group:

At this stage, it's intended primarily to be a concrete example that may be useful in the discussion, rather than a useful work tool, though it is a functional implementation of what's being discussed, with the caveats noted.
@lindsaywinkler in a future release of Plover, we will have the ability to change into a Jackdaw-mode (without regular steno getting in the way at all). Would you still like to merge this in the meanwhile, or wait for that release?
It's years later, and I can't see jackdaw mode at all. Neither has this been merged.
