Uninstalling Plover leaves a file behind in Program Files (Win10)

Describe the bug

After uninstalling Plover4.0.0dev10/11/12 through the windows "Add or Remove Programs" menu, a file vcruntime140.dll is left behind in C:\Program Files\Open Steno Project\Plover 4.0.0.dev[10/11/12]\

To Reproduce

Steps to reproduce the behavior:

1. Install Plover
2. Uninstall Plover via the "Add or Remove Programs" menu
3. Go to C:\Program Files\Open Steno Project\Plover 4.0.0.devXX\
4. See that the folder exists, and that it contains vcruntime140.dll

Expected behavior

I would expect Plover to completely remove the folder and everything in it. If this is not actually expected behavior let me know!
