Split Generation of XML and HTML Documentation

Right now, when I want to build a NuGet package (which doesn't need the HTML doc), I still have to wait minutes for that to generate because the package needs the XML documentation. We should figure out how to split up the documentation solution or build such that they are two separate steps.
