update HOWTOs

HOWTOs are bit out of date and I tried to actualize them. The most noticeable change is removing "Upload release files" sections. We don't manage our CDN anymore and all downloads are redirected to GitHub releases. Also this PR depends on https://github.com/openssl/openssl/pull/25662
