The link is the very first item in https://github.com/opensourcecobol/opensource-cobol but as you now use https://github.com/opensourcecobol/opensource-cobol/releases it likely can be replaced (or removed completely as the releases are part of the navigation already)

Rechecked - still an issue. You may want to also use and adjusted form of https://github.com/opensourcecobol/Open-COBOL-ESQL/pull/21/files to the README in any case.
