Unify testnet -> mainnet deployments

I've wondered if/how we could join on something like "assume the first address who deployed this exact bytecode on mainnet was also the first address to deploy this exact bytecode on testnet"

Someone once told me that they "yolo testnet addresses," so address joining may not be super helpful
