Ensure no gaps in incremental models

What is it?

We've noticed a few gaps in some of our incremental models, which could be the result of source data having a service interruption when we are running SQLMesh.

To prevent this, we should make two linters:

• one to add lookbacks
• and another to ensure any incremental models have a lookback set

PS - we also need to restate blockchain incremental models from '2025-04-13' onwards

@ccerv1 After #3767 merges I'm going to trigger a full run of sqlmesh, then I'll trigger the restatement. This should hopefully deal with any issues!
