What is it?

Passing in secrets to be stored in our secrets manager. For now, we can assume anything that is configured is meant to be publicly accessible via pyoso.

@ryscheng, can I mark this as completed for now? I dont think we will be prioritizing the user payment task and I am not sure about the test task too. I've created test for the backend part, but for the trino part I don't think its needed
