Blockchain trace decoder

What is it?

Goldsky does not offer decoded traces, so we're going to need to do this ourselves. Summarizing our discussion today:

1. Find a OSS decoder that we can use. I think Goldsky has some recommendations.
2. Create a registry of ABIs that we want to decode. There are 3 off the top of my head: EAS, ENS, and 4337
3. Create a backfill job that runs the decoder via Dask against our traces dataset.
4. Populate new datasets for these decoded traces.
